Scalable. Off-Grid. Permian Powered. A Frontier Platform for AI & Critical Compute

Midland, Texas — 9/4/2025 — FO Permian Partners & HiVolt Energy today announced an off-grid power platform designed for hyperscale and cloud service data center operators: 150 megawatts of contractable capacity ready to build immediately, with expansion potential to multiple gigawatts. The project is supported by over 5GW of dedicated natural gas supply, prime development land, abundant water, and diverse fiber routes:  enabling large-scale deployments independent of the U.S. electrical grid.

Bypassing Grid Bottlenecks

U.S. data center power demand is projected to more than triple by 2030, yet utility interconnection queues are pushing timelines out three to eight years. FO Permian’s off-grid model eliminates the need for transmission upgrades or interconnection approvals, allowing operators to move from contract to commissioning in months.

Strategic Location and Resources

The Permian Basin provides direct access to low-cost natural gas at the source, supported by extensive and redundant pipeline infrastructure. This solution offers established industrial water supplies, multiple resilient fiber routes, and attainment-zone status, which streamlines permitting and lowers compliance costs.

A Fully Integrated Development Package

FO Permian, in collaboration with HiVolt Energy, has secured a premium 320-acre parcel in Midland County for immediate development, with guaranteed initial delivery of 150MW of behind-the-meter natural gas power.

This initial site is part of a contiguous 3,200-acre tract, providing a clear path for hyperscale or co-location growth. With over 5 gigawatts of natural gas availability and power infrastructure operated by HiVolt Energy—a premier independent power producerwith seasoned local experience in developing and operating isolated microgrids—the platform can scale generation capacity to match virtually any data center build-out. Phase 1 will utilize a proven platform of custom reciprocating engines, supported by a redundant battery system designed to meet load-response requirements and reliability standards – ensuring fast-start capability, resilient operations, and near-continuous uptime for mission-critical workloads.

Team and Track Record

The FO Permian team brings decades of combined experience in energy development, power infrastructure, and large-scale industrial execution. In addition to this new data center–focused platform, the team and its advisors have delivered multiple energy and compute projects across the Permian Basin, including the region’s earliest high-density compute and data center deployments. Their track record of aligning energy, land, and infrastructure at scale is reinforced by long-standing relationships with local business and civic leaders, ensuring both community support and streamlined project delivery.

Key package components:

●      150MW initial capacity — fully funded, contract-ready, with supply chain agreements in place

●      Operational timeline — Phase 1 delivery as early as 2026

●      Fuel certainty — 5GW+ of dedicated natural gas supply for long-term operations

●      Land security — 320 acres immediately available with 3,200 contiguous acres for expansion

●      Water supply — Abundant industrial resources to support high-density cooling

●      Fiber diversity — Multiple, geographically diverse routes for resilient connectivity

●      Fiber latency — Low-latency routes providing reliable connectivity to major Texas hubs

Leadership Perspective

“Digital infrastructure is the newbackbone of economic growth and national competitiveness,” said Jose Ortega, Co-Founder of FO Permian Partners. “By combining abundant fuel, ready-to-build sites, and critical infrastructure here in the Permian Basin, we are removing the single biggest barrier to deployment: time. Our model empowers data center operators to move from agreements to operation in months instead of years, securing U.S. leadership in data center infrastructure while delivering sustainable, reliable power.”

Ortega underscored why this is aonce-in-a-generation opportunity:

“Operators and co-locators who move first with FO Permian aren’t just securing power — they’re securing certainty, speed, and a priority position in the fastest-growing technology race of our time.
The U.S. must accelerate energy supply to maintain leadership in the next generation of compute, and the Permian Basin is the only location in America that can deliver the scale, speed, and reliability these workloads demand. This region has powered global industry for nearly a century, and West Texans have the expertise and commitment to extend that legacy into digital infrastructure. FO Permian has assembled the launchpad for first-movers to capture lasting advantage in this once-in-a-generation infrastructure shift.”
